TerraSpark’s WV Energy Campus is a next-generation energy and digital infrastructure project planned for West Virginia. It is designed to deliver reliable, around-the-clock power while setting a new standard for environmental performance, transparency, and local economic impact.

This project is being engineered to dramatically reduce emissions through modern controls and an integrated carbon management approach. Our goal is to reduce the plant’s environmental footprint to the greatest extent practical—capturing and controlling major emissions streams and operating with clear performance monitoring

Water stewardship is a core design requirement. The facility is planned around closed-loop water systems to minimize withdrawals and prevent untreated discharge. Our intent is to operate in a way that has very little impact on local water resources, supported by modern monitoring and compliance practices.

Unlike traditional power projects that treat by-products as waste, the WV Energy Campus is designed around a Waste-to-Value (W2V) model—reusing materials that would otherwise require disposal and converting them into useful products. Planned pathways include construction materials and other marketable outputs, helping create a more circular, efficient system that supports regional industry.

At full scale, the project is expected to support 800–1,000 jobs, creating skilled opportunities across construction, operations, maintenance, logistics, and new by-product industries. The goal is to drive durable employment and reinvestment in the surrounding region.

The project is planned for a suitable industrial location with designs intended to reduce day-to-day impacts such as traffic, noise, and visible emissions—while emphasizing responsible operations, reuse of materials, and environmental controls.
